Sheila Scott-Lubin
Associate Vice President, Academic Affairs

Ms. Scott-Lubin E. Scott-Lubin, M.Ed., is the Associate Vice President of Academic Affairs at Palm Beach State College, where she has served since 2001. With over 25 years of leadership experience, she has held key roles such as Manager of Early Childhood Programs, Director of the Institute of Teacher Education, and Interim Dean of Academic Affairs. As Associate Vice President, she has championed student success, faculty development, and institutional growth, co-leading initiatives like PBSC’s Panther Strong 2026 Equity strategy and enhancing faculty engagement through professional development programs.

Beyond her administrative leadership, Ms. Scott-Lubin oversees the FLP Achieve Program, a statewide initiative aimed at improving access to higher education for underserved communities. She has also contributed to the development of digital faculty performance tools and streamlined academic processes. With a background in corporate leadership at IBM and a strong commitment to equity, she advocates for underrepresented students' success and serves as a board member of Prime Time Palm Beach County, furthering her mission to create inclusive educational opportunities.

Betina Jean-Jacques
Executive Director, Student Achievement​
Betina N. Jean-Jacques is a seasoned leader with over 15 years of experience in education, project management, and economic development. She currently serves as the Executive Director of the FLP Achieve Program at Palm Beach State College where she oversees a statewide initiative dedicated to increasing educational equity and access for students across Florida's 73 school districts. Before joining the FLP team, Betina served as Director of the Small Business Development Center, where she played a pivotal role in empowering entrepreneurs, supporting minority-owned businesses, and strengthening local economies through strategic consulting and training programs.

Betina contributesd her expertise to the State of Oregon, where she served as a Project Manager on high-impact initiatives aimed at improving community outcomes through collaborative partnerships and effective program design. Her background in education spans both the K–12 and higher education sectors, reflecting a deep commitment to student achievement, access, and long-term success. She is currently pursuing a Doctorate in Leadership and Innovation at Arizona State University, further deepening her knowledge and leadership in educational systems.
Beyond her professional pursuits, Betina is a proud mother to a spirited and curious child who keeps her grounded and inspired. She is an avid reader who finds joy in exploring stories that challenge, uplift, and inform. In her downtime, she enjoys traveling to new places, nurturing her garden, and spending quality time with her close-knit family. Whether leading strategic initiatives or tending to her plants, Betina brings passion, discipline, and purpose to everything she does.

Dr. Joe Holcombe
Statewide Student Achievement Director

Dr. Joe Holcombe, Ph.D., is an accomplished professional in public education with over 20 years of experience working in and with K-12 and post-secondary institutions. He holds a doctorate in educational leadership and has a comprehensive understanding of research, policy, and practices in the public education sphere. Dr. Holcombe is dedicated to creating a learning environment that serves the needs of all students, helping them to develop into constructive member of society.
Dr. Holcombe began his career as a classroom teacher at the middle and high school levels. His desire to impact a greater number of students lead him to pursue roles in educational administration, and he subsequently held leadership roles in school-based administration, school district central leadership, and a non-profit educational support organization. Dr. Holcombe currently serves as the statewide director of the FLP Achieve Program, facilitated through Palm Beach State College, where his commitment to meeting student educational needs helps to support learning in district across the State of Florida.

Mollie Rhodes
Compliance Director

Mollie Rhodes is the Grant Compliance Director for the FLP Achieve Program at Palm Beach State College, where she has worked for 15 years. She specializes in navigating complex federal and state regulations, ensuring compliance, and maximizing the impact of grant funding to support institutional goals and student success. Mollie has over 20 years of experience managing federal, state, and private grants, overseeing large budgets, reporting, and audits with precision.

Known for her collaborative approach, Mollie works closely with funders, educational leaders, and community partners to ensure program success and sustainability. She has expertise in a variety of grant programs, including Perkins, Title V, HRSA, and WIOA grants, funded by agencies such as the Department of Education and the National Science Foundation. Mollie holds a bachelor’s degree in psychology from the University of Florida and a master’s degree in counseling psychology from Palm Beach Atlantic University. Her passion for education and student success continues to drive her impactful work in the field.

Diana Pierre-Louis

Currently, Diana serves as a Communications Manager for the FLP Achieve Program at Palm Beach State College, where she continues to build partnerships and lead projects aimed at enhancing student experiences and outcomes. She is passionate about creating spaces where students from all backgrounds feel empowered to achieve their academic and professional goals. Diana's leadership style is characterized by her collaborative approach, commitment to continuous learning, and dedication to helping individuals realize their full potential.​​

Adny Sonceau

Adny Sonceau is a dedicated advocate for expanding educational opportunities, with a strong focus on serving underserved communities. Over the past three years, her roles in administrative leadership and office management have given her a deep understanding of the challenges organizations face while striving to create lasting impact. Through her experiences, Adny has developed a passion for driving initiatives that promote access to education and resources, especially for those who need them most.

As a Business-Health Administration student at Florida Atlantic University, Adny is committed to using her academic knowledge to further the mission of empowering underserved communities. Her active involvement in local community initiatives has deepened her understanding of the barriers people face and strengthened her resolve to make a difference. Adny’s work as an Office Manager and Administrative Assistant has provided her with firsthand insight into how efficient operations and collaborative efforts can help create lasting change. Adny is eager to contribute to the FLP grant program’s efforts to break down barriers and create new opportunities for growth and success in underserved communities.​

Dr. Andrew Ramjit

​With over 13 years of experience as an educator in Florida, Dr. Ramjit has made significant contributions to the K-12 education system. His roles have included Social Science teacher, Dean, Principal, and District Administrator, showcasing his versatility and dedication to student success. In 2021, Dr. Ramjit founded the Florida Coaches Coalition, now the largest high school coaching organization in the Southeast United States, furthering his mission to empower educators and coaches alike.
Beyond his professional achievements, Dr. Ramjit is a devoted family man and an active community advocate. He enjoys traveling, spending quality time with his wife and three children, and finding meaningful ways to give back to the community. Dr. Ramjit's career and personal endeavors exemplify his commitment to fostering leadership, education, and community growth.​

Cindy Pelle

Driven by a passion for education and backed by over 18 years of experience, Cindy is an expert in project management, business planning, and operations. In her previous role with a non-profit educational assessment organization, she focused on building partnerships with states and districts, particularly in the areas of college and career readiness. Cindy brings her expertise in project implementation, scholarship management, and coordinating professional development conferences and workshops.
She excels at fostering relationships with educational agencies while ensuring compliance with federal and state regulations. Cindy's dedication to improving student outcomes and supporting educational initiatives aligns perfectly with the mission of the Florida Partnership to prepare, inspire, and connect students to postsecondary success and opportunity.

Jennifer Numa
Student Achievement Regional Manager

Jenny Numa is the Student Achievement Regional Manager for the East Central Florida Region, where she leads strategic efforts to advance academic growth, equity, and access across multiple school districts. She supports educators and school leaders in implementing evidence-based practices that improve student outcomes, while aligning regional efforts with broader state and local education goals.
With over five years of experience in education, Jenny has served as a classroom teacher, instructional coach, and center director. She is known for fostering strong partnerships, supporting professional learning communities, and driving innovation. Jennifer holds a Master’s Degree in Sociology from Florida Atlantic University and is deeply committed to continuous learning and systems-level change that ensures all students thrive.

Dr. Lana St. Hilaire
Student Achievement Regional Manager

Lana has over 20 years of educational experience working with diverse populations. She has broad skills in using qualitative and quantitative data to design and implement successful programs that yield positive outcomes for students and organizations. She was also a member of the Palm Beach School district's social and emotional learning team that partnered with the Wallace Foundation and a member of the Superintendent Strategic Team. She serves on several board positions. In addition, Lana has extensive knowledge of leading and managing small and large group dynamics.
Lana has a doctorate degree from the University of Florida in Higher Education Administration. She holds two master's degrees in education, specializing in guidance and counseling from Florida Atlantic University and Educational Leadership from the American College of Education. She holds two Bachelor of Arts degrees in Sociology and Criminology from the University of Florida, graduating with highest honors. Lana is a product of public education, graduating with her IB diploma from Suncoast Community High School.

Dr. Nadine Leblanc
Student Achievement Regional Manager

Dr. Nadine L. Leblanc has over 25 years of experience as an educator, with a strong background in both teaching and administration. She also has expertise in Human Resources Management from her work in New York City's financial district, where she gained skills in talent development and management. A lifelong learner and critical educator, Dr. Leblanc focuses on providing a well-rounded education, emphasizing rigorous academics, psycho-social and emotional learning, responsive pedagogy, and preparing students for post-secondary success.
Throughout her career, Dr. Leblanc has served as a High School principal in Central and South Florida, where she led schools labeled as “alternative” to significant growth. She has also worked in Chicago Public Schools (CPS) at the district level, leading initiatives in College and Career Success and Career and Technical Education. After returning to Palm Beach State College, she launched the Early College Summer Academy, helping over 400 students achieve success in a college readiness program. Dr. Leblanc holds a Ph.D. in Educational Leadership and Methodology from Florida Atlantic University.

Dr. Sherell Wilson
Student Achievement Regional Manager

Dr. Sherell Wilson is an accomplished educational leader with over 25 years of experience in K-12, higher education, and the nonprofit sector. Holding a Ph.D. in Higher Education Administration, she is known for her expertise in strategic planning, program management, and leadership development. Dr. Wilson is committed to improving educational outcomes for historically underserved groups and has led transformative initiatives to increase student retention. A first-generation college graduate, she is dedicated to advancing equitable educational opportunities and creating environments where all students can thrive.
Currently, Dr. Wilson serves as the Student Achievement Regional Manager for the FLP Achieve Program at Palm Beach State College and is the Founder & CEO of Beyond College Access®, a consultancy focused on student success. She is also an Assistant Professor of Educational Leadership at National Louis University. Dr. Wilson has held leadership roles with Take Stock in Children of Florida, Big Brothers Big Sisters of Florida, and various educational institutions, where she developed programs that foster student success and community partnerships. Her authentic, results-driven approach continues to make a lasting impact in education.

Wendyvette Edwards
Student Achievement Regional Manager

Wendyvette Edwards, a proud AFRO-Latina, is deeply connected to her Puerto Rican and African American roots. Raised in the rural “Muck” community of Palm Beach County, Florida, by a single mother, she overcame the challenges of growing up in an impoverished area. Her experiences ignited a passion for serving disadvantaged and underrepresented students, helping them break free from societal labels. A two-time first-generation college graduate, Wendyvette earned her Bachelor’s in Family and Child Sciences from Florida State University and a Master’s in Higher Education from Louisiana State University. She believes that educational exposure through outreach can transform lives.

With experience in K-12 education, higher education, and grant project coordination, Wendyvette has contributed to various student-centered initiatives, including community engagement, professional development, and increasing minority student enrollment in STEM. She has worked in both public and private sectors, specializing in admissions, advising, and event implementation. Wendyvette’s mission is to bridge the gap in access to post-secondary education, particularly for underserved students, and to help them succeed in their educational and professional journeys.
